However, last September was the highest job point of the year for contract pipeline and this year\u2019s job orders are about 8% below that level. Fill rate is also improving this month, but remains below where it was this time last year. Fill rate has had ups and downs since the spring, but not really showing lasting improvement as opposed to 2025 when fill rate steadily climbed through the summer.<\/p>\n<p>Permanent job orders increased more than 9% in September, well ahead of the average 1% per month gains seen over the past six months, and more than compensating for the -6% drop in August. Fill rate also accelerated, putting it very close to where it was this time last year and regaining some of the ground lost since the beginning of the summer. Customers were qualified as professional or commercial if the majority of their placements were within these industries. Temporary\/contingent placements are those with a set end date; permanent\/direct hire placements are those without.<\/p>\n<p>Jobs orders per recruiter is calculated as the volume of job order records created divided by the unique number of users within the calendar month.<\/p>\n<p>Job fill rate is calculated as the proportion of job order records that were placed within 90 days of their open date. This is a trailing indicator that covers jobs created three calendar months prior to the period.<\/p>\n<p>Submissions per job order is calculated as the volume of client submissions divided by the volume of job orders in the period.
